Kempsey Shire Council wishes to advise residents that Level 3 Water Supply Restrictions are now in force, effective from 2 December 2019.

In times of low water availability, water restrictions can reduce water demands and conserve the amount of water currently in storage. Community support to conserve our scarce water resources is critical.

The water restrictions apply to all properties serviced with reticulated water in the Kempsey Shire and, until further notice, the following restrictions are in force.

Level 3 Water Supply Restrictions - Domestic use
Description Restriction

Gardens and lawns

Permitted
Every second day using the “odds & evens" calendar days matching your house number. No watering on 31st of the month.
  • Handheld hose fitted with cut off trigger or control nozzle for a max. of 10 minutes/day between 4:00pm to 9:00am
Banned
  • All sprinklers, micro-sprinklers and irrigation systems
Washing car, boat including trailer, truck, Caravan Permitted

Limited to once a week in lieu of watering gardens and lawns on the “odd or even” calendar day matching your house number, between 4:00pm to 9:00am. No washing of vehicles on 31st of the month.

  • Buckets only for washing car, boat including trailer, truck or caravan - on lawn or gavelled areas
  • Commercial car wash facility any time
Banned
  • Use of hoses or pressure cleaners to wash cars, boats, trailers, trucks or caravans
Boat motors used in a saltwater environment (includes boat and trailer) Permitted
  • Boat motors: Hand held hose or “muffs” for no more than 1 minute on a lawn or gravel area on day of use
  • Boat and trailer: Spot rinse with bucket and sponge on lawn or gravel area on day of use only
Note: Full wash only limited to once a week using the “odds and evens” calendar days matching your house number. No watering on 31st of month

  • Use of hoses or pressure cleaners to wash boats and trailers
Cleaning windows, houses, roofs & gutters Permitted
  • Buckets or pressure cleaners only for health and safety reasons such as a result of an accident, fire, health hazard or other emergency.
Banned
  • No hosing or pressure cleaning windows, houses, roofs or gutters
Washing driveways & paved areas Permitted
  • Handheld hose fitted with cut off trigger or control nozzle or pressure cleaner used for health and/or safety reasons only, such as a result of an accident, fire, health hazard or other emergency
Banned
  • No hosing or pressure cleaning any hardstand area/driveway or use chemicals or cleaning products
Swimming pools, spa pools, ponds and fountains Permitted
  • New pools may be filled only with the written consent of Kempsey Shire Council (limited to 2 per month)
  • Topping up allowed by handheld hose only for a maximum of 10 minutess and only between 4:00pm and 9:00am on allocated “odds and evens” calendar days
Encouraged
  • Minimise evaporation and water loss by installing a pool cover and to use rainwater collection from any adjacent roof down pipe to help reduce the need for topping up of the pool
Banned
  • No emptying and filling of existing pools

Public facilities (including sports clubs) - outdoor use
Public swimming pools

Permitted

  • Topping up of pool between 4:00pm and 9:00am using handheld hose fitted with an on/off nozzle
  • Log of water use required
Banned
  • Emptying and refilling of pools
Irrigation of golf fairways Permitted
  • Use of reclaimed water only
Cricket pitches, bowling greens, golf greens, sports fields and school sports fields Permitted
  • Sprinklers or handheld hoses for 1 hour per day between 4:00pm and 9:00am
  • No restriction if using reclaimed water
Public outdoor showers, beach showers and outdoor taps Permitted
  • Permitted
Public gardens, council parks and reserves Permitted
  • Sprinklers or handheld hoses for 1 hour per day between 4:00pm and 9:00am only on Mondays, Wednesday and Fridays
Agricultural uses
Market gardens, orchards, nurseries, commercial flower gardens & turf farms Permitted
  • Sprinklers or handheld hoses 1 hour per day between 4:00pm and 9:00am.
Stock watering Permitted
Encourage to:
  • Use alternative water supplies or reducing stock levels to reduce consumption.
Business and commercial premises - outdoor use

Swimming pools, spas & outdoor showers

Permitted
  • Topping up of pool for 30 minutes between 4:00pm and 9:00am using handheld hose fitted with an on/off nozzle
Banned
  • Emptying and refilling of pools except with Council approval (limited 2 per month)
Fountains, ponds & water features Permitted
  • Topping up to maintain fish life only
Banned
  • Installation filling of new facilities or emptying and refilling
Garden and lawn watering Permitted
  • Handheld hose fitted with cut off trigger or control nozzle for 10 mins a day between 4:00pm and 9:00am?

Watering of new turf, lawns and gardens Exemption required
  • Only with an exemption from Council, 7 days only for 10 minutes a day between 4:00pm and 9:00am using handheld house flitted with cut off trigger or control nozzle

Motor vehicle dealers, car detailing/repairs Permitted
  • Use of buckets at any time
  • High efficient pressure cleaning permitted on Monday, Wednesday and Friday only
Pet care, animal husbandry Permitted
  • Provision for drinking water
  • Washing of animals with bucket or handheld hose fitted with on/off nozzle between 4:00pm and 9:00am
  • Cleaning of pens with high pressure cleaning unit
Washing of buses, taxis, food transport, emergency services, garbage vehicles Permitted
  • Use of buckets at any time
  • High efficient pressure cleaning permitted on Monday, Wednesday and Friday for 30 minutes only
Washing of driveways, paved areas, rooves, walls and paths Banned
  • Except for health and safety reasons that is done by a by registered cleaning business only
Commercial car wash Permitted
  • No restriction if recycled water system installed
  • Log of water use required
Window cleaning Permitted
  • Use of buckets at any time

  • Use non potable supplies

  • 8 hours operation only from Monday to Saturday

Any purpose not included in any category listed above, other than inside personal and domestic use

  • Application to Kempsey Shire Council for times and conditions.

These restrictions are compulsory and fines can be issued to those people who do not comply.
